Cromwell Library Team Leader
Central Otago District Council
REPORTS TO : Libraries Manager
LOCATION : Cromwell – must have flexibility to work across the district as needed.
HOURS : 40 hours a week including rotational Saturday work and additional coverage as agreed to for events and activities.
Purpose
To manage the daily operations of Cromwell Library in an efficient and effective manner while maintaining a safe and customer friendly environment at all times. To oversee and drive community engagement, activities and events for District Libraries and Cromwell Library.
Work collaboratively with CODC Library Leadership team to think, plan and act strategically towards positive, sustainable outcomes for Central Otago District Libraries.

Key Accountabilities
Staff Supervisory and Team Liaison
To provide supportive leadership and guidance to reporting staff.
To effectively communicate Library policies and procedures, ensuring staff adhere to them.
To assist with the development of staff knowledge and skills by providing on the job training and formal training opportunities.
Performance management process, work with staff to develop, monitor and review work performance.
Build a strong and effective team capable of providing services of the highest quality.
Prepare rosters consistent with all staff contracts in liaison with the Libraries Manager and publish monthly as well as be responsible for the approval of timesheets.
Operational Management and Reporting
Attend meetings and report back to staff for continuity and flow of information.
Organise regular staff meetings.
Compile reports on the library performance as and when requested.
Have a good understanding of the library system and ensure that applications are up-to- date as well as liaise with QLDC / CODC staff with technical requirements as and when required.
Ensures the library has the necessary supplies and resources for efficient operation.
Supervise staff to ensure they are providing customers with a high-quality library service.
Ensure that staff are aware of all legal requirements in relation to the services provided by the Library.
Liaise with the Collection Development Manager in providing relevant collection recommendations, stocktake and collection management.
To support the collection of relevant and accurate statistics for the Library.
Proactively and positively work with other team leaders to ensure a cohesion across libraries.
Proactively and positively work with other council staff to ensure a one team approach.
Planning and Financial Management
To assist the Libraries Manager preparing goals, objectives and strategies for the Central Otago District Libraries.
To assist the Libraries Manager in monitoring budget specific objectives and performance and take corrective action as required.
To oversee and be responsible for their libraries budget.
To be responsible for daily monetary-related daily duties in the library.
Business and Programme Development
To plan and implement initiatives to grow the profile of the library.
To plan and implement initiatives to further improve the efficiency and financial performance of the library.
To be involved in developing marketing and public relations opportunities.
Plan and implement community activities and workshops for the community. Ensuring activities are wanted by the community and are well attended e.g. scrapbooking, travel yarns, bookclubs.
To oversee the ‘Housebound’ service.
To ensure holiday programmes are organised regularly, efficiently, meet all health and safety standards, and achieve a high standard of service delivery.
To organise new and interesting events based on other public library successes e.g. book launches, guest speakers.
To engage with local schools, and community groups to grow great partnerships through programme development e.g. reading challenges.
Communication
Encourage good communication both with the public and with internal staff across the
organisation.
Ensure that appropriate information is regularly shared on Facebook.
Work collaboratively with the Communications team to promote, market and inform the community regarding library services and functions, including the management of online content on www.codc.govt.nz .
Service Delivery
Working with all staff to ensure service delivery standards are maintained at all times, and that all enquiries for information are answered through the appropriate medium, be it in person, by telephone, by letter and/or email.
Health and Safety
Ensure that all Health and Safety requirements are met.
Arrange regular contact with Health and Safety representatives to ensure information flows through to staff is timely and up-to-date.
Ensure all staff Health and Safety training is undertaken regularly and accurate records are kept.
Other
Other duties, consistent with the role, as required from time to time by the Libraries Manager or Group Manager – Community Experience.
Performance Measures
Staff Supervisory and Team Liaison

Staff PPDR’s are completed on time and are up-to-date.
Operational Management
All reports requested are accurate and presented professionally and in a timely manner.

Library processes are reviewed and kept efficient.
Financial Management
Finances are managed in an accurate manner and within budget.

That efficiency of the library service is further improved, and initiatives are developed, communicated and implemented.
Service Delivery
Enquiries answered in a friendly manner delivering a high quality of customer service and knowledge.
Customers are satisfied and provide positive feedback.
Health and Safety
All incidents and accidents are reported and dealt with appropriately and all staff follows health and safety requirements.
A safe environment is provided to staff and library users.
Information from Health and Safety reps flows through to Teams.

Makes decisions within the authority delegated by the Libraries Manager or Group Manager– Community Experience.

We are seeking an experienced person to support & Co-lead our Service Delivery Team at Te Ao Mārama - Tauranga Library & Community Hub within the new civic precinct, Te Manawataki o Te Papa. This will be an amazing opportunity to play a significant part in embedding and leading a welcoming and safe, customer-focussed experience in our new space that will have something to offer everyone in our diverse community.
This is a full-time position will be based Te Ao Mārama - Tauranga Library & Community Hub located at 91 Willow Street with 40 hours worked between Mon-Friday.
Prior to moving to the new site, the position will be based at He Puna Manawa, 21 Devonport Road.

Your day-to-day work will include:
Leading the successful delivery of library services and assistance with Council services.
Providing leadership, support and development for your team.
Setting clear expectations and modelling a strong customer service ethic so customers are served promptly, positively and professionally
Guiding, developing and mentoring staff, including coaching and resolving day-to-day operational issues
Ensuring the Library & Community Hub is welcoming and safe by managing health and safety and other legislative requirements
Ensuring staff have the skills and training to resolve customer enquiries, including de-escalating aggressive customers and customer disputes
Leading improvements to the customer experience
Ensuring the team can provide accurate information across Council activities (including community engagement, bylaws, policies and procedures) using Council systems and communication tools
Developing positive relationships with customers and colleagues across Tauranga City Council
Acting as the person responsible for a Council facility, ensuring spaces are safe, welcoming, accessible and activated through programmes and events for the community
Ngā Pukenga | What you’ll need to succeed
A relevant tertiary qualification in Library Studies, Information Management, Business Management (or similar)
At least 5 years’ experience leading a library or customer service centre
Demonstrated experience coaching employees and resolving operational issues
A calm, confident approach and the ability to lead a team in a busy, public-facing environment
Strong communication skills and a genuine commitment to outstanding customer service
A commitment to maintaining a safe and healthy work environment
A willingness to grow your knowledge of te reo Māori, tikanga Māori, mātauranga Māori, and to uphold Te Tiriti o Waitangi through meaningful partnership with tangata whenua

Experience sharing information in a range of formats, knowledge of Tikanga Maori, and an understanding of Te Ao Maori and Kaupapa Maori frameworks, are essential. A relevant tertiary qualification, or equivalent experience, is preferred. Previous library, archives or research experience, and an understanding of Te Reo Maori, would be an advantage.
