Chris Hay is the Manager of Tūranga and a member of Christchurch City Libraries’ Leadership Team. 

He is the outgoing PLNZ regional representative for the upper South Island and, prior to 2018 was the Wellington-Wairarapa regional rep.  

Chris offers a big-picture strategic approach, based on over 28 years working in the public library sector, including in leadership roles at Christchurch and Wellington City Libraries. 

He was fortunate to be part of the INELI library leadership and innovation programme from 2011 to 2013, and found this to be a career-changing opportunity.  

Chris is a passionate advocate for the role of public libraries in supporting community connection, leisure, equity of opportunity, lifelong learning and place-making.


Kia ora, I’m Tiffany Rawlings, and I’m standing for the role of PLNZ Chair-Elect.

With over six years in finance and more than twelve years in public libraries across Aotearoa and the United States, I bring a blend of analytical expertise and deep sector knowledge. I’m passionate about the future of libraries and the people who power them.

Since joining PLNZ I have served as the Wellington/Wairarapa regional representative for 3 years,  led the national data collection programme, and through our working group introduced  LibPAS to develop clear, consistent definitions. Through webinars and workshops, I’ve helped build data literacy across the sector—ensuring our collective story is accurate, reliable, and impactful.

I also played a key role in the Community Impact Survey, helping shape its design and analysis. This work has been instrumental in capturing the social, cultural, environmental, and economic value of libraries across Aotearoa. Presenting these insights at the PLNZ Forum has been a highlight—demonstrating how data can advocate for the essential role libraries play in our communities.

As Chair-Elect, I will continue to lead with purpose—driving data-informed advocacy, strengthening our national voice, and ensuring PLNZ remains a strong, influential presence both here and internationally.
